Overview
 
The Qual Run Architectural Committee (QRAC) has adopted the following overview of the rules in accordance with the Declaration of Covenants, Conditions and Restrictions (CC&Rs) for the Quail Run Home Owners Association. 
As provided in the CC&Rs no residence, building, structure, landscaping or other improvement of any kind may be constructed or installed on any lot Without the prior written approval of the QRAC.
No alteration, repair, or other work which in any way alters the exterior appearance of any residence, building, structure or other improvement of any kind situated on a lot which is visible from neighboring property (as defined in the CC&Rs can be made or done without the prior written approval of the QRAC

Application Procedure
 
 
Any resident or potential resident who desires to Build, Maintain or change any structure or proposed structures on a lot within the Quail Run Community should fill out a QRAC application and submit it to the QRAC committee for review. This form is available from any Committee member or any member on the Board of Directors.
 
  • All plans for construction shall include a drainage plan that does not impact the natural direction flow of water and does not adversely impact any adjoining properties or the infrastructure of the community
 
  • All construction shall meet all applicable building codes as well as the rules of the QRAC and the CC&Rs.
 
  • Approved applications shall be completed within 6 months from the date of approval
 
  • Minimum required information required for submission for approval should include the following:
  1. As site plan showing location of all existing and proposed structures.
  2. Drainage plan for the proposed construction
  3. Exterior colors or designs
  4. Landscaping plans for the site
  5. Fully completed QRAC application.
  6. Elevation plans showing finished appearance
 
  • It is recommended that the application is completed and approved before application of any permits for construction.
 
 
Neither the QRAC or any member shall be liable to the association or any owner or other person for damage, loss or prejudice suffered or claimed because of an approval, disapproval  of drawing specifications or anything else the QRAC encounters.
 
These rules may be amended from time to time by a majority vote of the QRAC. These rules do not restrict the QRAC from making decisions on unforeseen issues that may be exceptions to the rules.

Applications will normally be processed within 14 days Homeowner will be notified if the complexity of the project requires more time.

Appeal

Quail Run Architectural Committee Guidelines
 
General Principles
The purpose of the Committee is to ensure the enforcement of the Architectural rules are fair and consistent. We strive to enhance our neighborhood by promoting policies that ensure the attractiveness of our surroundings while understanding that the residents have an inherent right to enjoy their homes and lots. 
 
Workmanship
 
The workmanship of any construction must be equal to or better than that of the surrounding neighborhood. The QRAC and the Association assume no responsibility for the safety or functionality of any altered construction by virtue of design or workmanship. All construction, remodel or addition shall meet or exceed all applicable building codes.
 
Alterations
 
In general, any exterior addition or change to an existing residence shall be compatible with the design character of the existing structure.

Awnings
 
 
 
 
 
Awnings in the front or visible from a neighboring property will require an application to build and approved by the QRAC before construction. Exterior Colors
 
Exterior paint colors shall be painted and trimmed to preserve a harmonious appearance with the rest of the neighborhood. Painting a new home or changing a new home color shall require a new application for approval with the QRAC.
 
Repainting or “freshening” an existing home or structure the same color shall not require the member to submit an application to the QRAC.
 
From time to time the QRAC may review a home and request the Homeowner repaint a home due to the paint appearing degraded and in need of repainting.

Fences/Walls/Gates
 
 
 
 
All visible walls should be of block construction to match the existing neighborhood. Exceptions to this rule may be considered by the architectural committee but will require a variance by the committee.
Block and metal construction may be considered by the committee only with acceptable drawings and samples of materials submitted by the homeowner. 
 
Gates shall be constructed of accepted wood or metal construction. Gate openings may not be wider than 4’ without prior written approval.
 
All walls, fences or gates shall be limited to 6’ in height without express written approval by the QRAC

Flags and Flagpole
 
 
All flagpoles, staffs, and flags must be maintained in excellent condition according to the United States Flag Code, Title 36, U.S.C.
 
Any Lighting for nighttime illumination must be directional, low voltage and not create glare to neighboring properties.

Garage and Driveways
 
 
 
 
Garage shall be built of wood or metal framing with concrete foundations and floors.  The finished elevation of a garage peak shall be within 5 feet of the home peak.  Garages shall be contiguous to the Home.
 
Garage openings shall not exceed 12 feet in height.
 
Garage roofing shall be of the same material as the home.

Homes
 
All homes shall be manufactured or modular homes only. All homes shall be of new construction only. No new project, exterior building, or site improvements shall be constructed placed, remodeled, or altered on any lot (including carports, decks, porches, and patios) until the building plans, exterior colors, and materials have been approved by the QRAC and permitted by Gila County.
 
 
All homes shall be a minimum of 24 feet in width and 44 feet in length. They shall have a minimum of 1056 sq ft of livable space. 
 
All homes must be installed utilizing recessed (ground set) installation. Any gap between the ground level and the home must be covered or filled within 1 month after installation of the home. 
 
All home utilities shall be underground with acceptable electrical pedestals. No obtrusive or bare electrical services shall be acceptable without suitable screens as seen from any neighboring property
 
 
All homes must have installed, simultaneously with the home installation, a concrete driveway and walkway to the home. Driveways should have sufficient parking for the owner’s motor vehicles.  Parking on the street is temporary as outlined in the CC&Rs
 
All homes must have an exterior finish of acceptable hard siding, lap siding, or stucco.
 
All homes must have roofing material consistent with the neighborhood. It should blend harmoniously
with other homes in the community. 
 
Carports are not to be used for the storage of anything except the owner’s vehicles as defined in the CC&Rs
 
All Homes must have HVAC installed on concrete or acceptable structural bases at ground level. No HVAC units are allowed to have a roof installation. Air conditioning equipment and other exposed mechanical equipment, including propane tanks and electrical or ducting equipment should be located in a private area or screened from view by landscaping or other acceptable mean. 
 
Exterior lighting is important for safety and security, however bare bulbs and flashings or other brilliant lighting infringing on adjacent lots shall not be permitted. Fixtures are to be located or landscaped so that the light is not directed toward adjacent homes and the intensity does not affect neighbors.

Landscaping
 
 
Installation
 
Initial landscaping must be completed within 60 days of the home installation. 
 
All landscaping by the homeowner shall be kept in a neat and clean manner. Trees and bushes shall not be allowed to infringe on neighboring properties or street right of ways. The home owner is responsible for maintaining the landscaping and any debris it might generate. 
 
All irrigation for landscaping shall be low volume drip irrigation and shall be installed underground. 
 
All landscaping plans are to be approved by the QRAC before their installation
 
Green Waste is not to be disposed of in the HOA dumpsters it is to be disposed of at the Gila County green waste facility.
 
 
 
 
 
Grass
 
Due to the nature of our water system and its limitations grass is not permitted in Front or side yards. Grass is also discouraged in rear yards. 
 
Hard Scape
 
Any additional pavement areas in any form such as concrete, brick, tile or masonry must be approved by the QRAC. 
 
Non- Native Plants.
 
Xeriscape landscaping is encouraged for all new constructions.  Non- native plants are discouraged such as Oleanders and plants that use excessive amounts of water or produce excessive nuisance to neighboring lots. 
 
 
Owner is responsible for any damage or cleanup of association streets as a result of any landscaping activities.  Contractor’s equipment damaging streets during landscaping activities will be the responsibility of the home owner.

Machinery and Equipment.
 
Machinery and construction equipment are allowed only during the construction process.  No Equipment is to be parked on any street for longer than allowed by the CC&Rs for temporary parking.
 
Any damages to the Associations infrastructure as a result of heavy equipment contracted by the home owner are the responsibility of the homeowner. 
 
Absolutely no construction or remodel debris are to be disposed of in the dumpsters reserved for residential trash at the main entrance.  All construction and remodel debris are to be disposed of at the appropriate local landfill.

Parking
 
Home owner parking is limited to parking on the driveway of the home. On street parking is limited to 72 hrs for temporary parking.   
 
Storage of Boats visible from the street or a neighboring property is prohibited.
 
Storage of Boats under a carport is prohibited.

All applicable County and Zoning Codes apply. County codes should represent the minimum acceptable standard. The QRAC may on a case by case basis require standards that exceed those of Gila County.

Signs
 
 
 
Any for sale sign in the neighborhood shall conform to industry standard and shall not exceed 18 x 24 unless prior approval of the QRAC
 
All signs political, for sale or other purpose shall be maintained in a good quality manner.
